How was Janis the villain while Regina bullied her and spread fake rumours about her? She was mean and fake with most of the people and even her friends. When someone get bullied and does nothing about it people put the blame on them because according to them, they let that happen. On the other hand, when they try to stand for themselves, people call them mean, just like in that movie or the serie Al rawabi school for girls. Very nice serie for those who don't know about it.
