Solution: The laser tube is bad! I figured it out by running the laser with all the lights off! This made the location of the arcing (aka. short circuit) obvious. In the past, I've had electricity arcing from the red (positive) wire to the laser's metal case. That's usually easy to see. In this case, the arcing was taking place *inside* the positive end of the tube somehow. See the linked video where I show what it looked like with the lights off.

My Original description:
Trying to find the source of this problem. It has a brand new tube and brand new power supply. Running on 100% Power and 14% Speed the laser works fine for about 10 seconds, and then it starts flickering or, sort of "fritzing". Like the power keeps dropping out extremely briefly. Around 30 seconds I switch to an audio filter that isolates noises in the 5k - 10k range so you can hear it better.
