VMware Cloud Foundation 4: Integrated Cloud Native Storage with vSAN 7

"vSphere admin goes and creates an SPBM policy with the required availability and other attributes. Then the name of that policy is given to your devops admin who goes and creates a storage class using that policy name that the vsphere admin has given him" Shouldn't this be done via API instead of admins communicating with each other?
