Your explanations doesnt make sense for me, if the cells were positively charged and the blood was negatively charged the blood would be static, there is no explanation for the circulation, Blood might get drawn to positive cells but as soon as they equalize part of the blood would become more positively charged in relation to the negatively charged blood at the beginning. At that point natively negatively charged blood and slighrly less charged blood would start attracting eachother, and the system would grind to a halt
