Every time the government gives the rich a tax break they reinvest that money in stock buybacks. Shortly after said tax break we get a market adjustment and small investors lose the shirts.
Meanwhile, they exploit the laws raid another segment of the business community, and force the government to bail them out.

Here is what sticks in my craw. There hasn't been another short squeeze in about a year. Wall Street for all its protestations about being so complex no one else can possible police them, had no problem closing this loophole. Now they monitor Reddit boards, it tagged and follows the mastermind behind Gamestop and if they even look at a stock cross-eyed they are on it. When sufficient will is there nothing is impossible, but when there isn't, it's simply hopeless. After all, if a handful of punks can cost Wall St. billions, what happens when its Occupy, some Chinese hackers looking to cause trouble, the Taliban or Russian oligarchs. They don't want grubby common folk tracking mud through their pristine marble halls.

The stock market is the symptom, not the cause. The cause is capitalism itself. A competitive market encourages the players to scheme and manipulate. The whole thing is very much Machiavellian, not matter how much you regulate, the players will always find ways around it. And these elites have professionals on their side, smart people who actually study and deal finance as a career. An amateur investor going up against these institutions is like elementary school kids going up against NCAA athletes.

I'm studying finance now, the more I learn about how deep this rabbit hole goes, the more I feel financial literacy should be a required class in high school. It won't make kids proficient in any of this stuff, but it should keep them safe from some of the more devious or risky schemes.
