How to Diagnose Fault CPU Power Supply Chip, A Common Issue in Dell E5420 turns on and off

For a phone: If the capacitors and connectors are badly damaged, can one transfer the cpu and ram to a working same model motherboard? Would it work, would it required any other chip transferred? That's where the focus is data recovery

I have a question, how do i test components around the cpu that is mounted on the board cause for example when i test the capacitors around them they behave as though they are shorted. same with the Coils. so how do i go about that issue?
