Serzh Sargsyan was the commander of the forces that committed the Khojaly genocide in 1992, organized these forces and ordered the death of hundreds of people and took direct part in the genocide.

Congrats to Armenia.

It does not seem to be related by the US.

Hopefully they'll see market reform and attract outside investment.
