Why is it that when pit manoeuvres are done, they are mostly done by the sedans with the bull bars on them and not the suvs or trucks?

It must cost millions of dollars to get the police, state and federal agencies to have their vehicles repaired and maintained especially with all the chases and pit manoeuvres they do. Who pays for all of it? Plus, I’d like to know with the sedans, do they have a special chassis and suspension? Are they all AWDs? I watch the chases, and they just fly over speed humps, gutters, tracks and middle islands on the streets.
