These along with many other things like brass knuckles are mostly just legal because of their perception. There’s no practical reason a lot of things are illegal other than it was a sensational and scary thing at one point in time so it was banned.
Most laws should expire and need to be renewed every ~50 years or so. That way we’d have up to date laws that are based on the panic and presumptions of the past.
