TSMC make all the equipment that will go inside the plants , mostly , their technicians will install it too .
Where will all the USA workers come from ?

And the time frame ?

Now that USA got chips in their home land, no need for USA now to worry if China conquers Taiwan. And USA will just make money selling weapons to Taiwan as they will be on their own.
