OK, I have two ideas, One: The dinos on the boat were released by some kind of environmental group (like Nick in Lost World), someone who just wanted a chance to prove themselves and didn't think through the consequences. Or two it is someone who wanted the dinos to cause chaos by escaping into one of thoughs black market dens, but they had a better chance to release them on the boat than in a heavily guarded market.
