Mayor Tory on Rio de Janeiro's elevated expressways

On May 12 and May 13 Mayor John Tory repeatedly cited the city of Rio de Janeiro as an example of how great cities deal with elevated expressways by utilizing the areas underneath for skateboard parks, markets etc. In this video the mayor explains to the media the opportunity to do the same in Toronto.
