This is like what happened in New Zealand 2021. Jacinda Ardern locked down the whole country for one case in Auckland. Then lifted the lockdown in the South Island but kept Auckland in lockdown until the vaccination numbers reached 90% of the cities population. 3 months she locked them down, holding them prisoner until the vaccination numbers were high enough. Stupid bitch. Consequently, what her government was calling "a pandemic of the unvaccinated" ended up with ICU beds full of the vaccinated.
