Maybe replace the pot with a litter box at that location? Or just add more boxes? I see you have multiple cats. Maybe it doesn't feel safe or comfortable using the litter box that another cat is using.

I am not a vet, scientist, or construction worker but I am a stoned 20 year old that likes to learn. Maybe the tinfoil trick only works with flat loose foil because it sliding and also being reflective might be what scared them? Idk man

A harder/stand up type netting is probably best. It doesntt have to physically stand up as long as the netting itself is tough. He will try messing with it at first but he will eventually get bored.
Or you can put this in a room he cant access without supervision

Get yourself some tulle from a fabric store. As creative as your family is you’ll not only make it look pretty (tie it around the pot, make a bow with the tulle), cats nails get caught up in it. It’s a great deterrent for gardening too. Best wishes! I had a Butters too! He was a GINGER cat. 🐈 🪴
