How to LEVEL Audio in Premiere Pro (EASIEST WAY)

what if you have 1 long audio take and the audio levels within that same take change a lot?

Is it possible to do this in ONE clip?

What's the difference of audio gain and in the mixer?

From seeing -1.3, you chose to normalize your peaks to 2 db. How though? What was your thought process to decide on 2 after seeing -1.3db peak amplitude and not 1, 3, 4, 5, or any other number?
