Hostile recon is an odd topic. Once I'd have argued "If they were terrorists they'd be using concealed cameras and not be overt about it." But then in many terror attacks it turned out foreigners were derping about with overt cameras making right spectacles of themselves weeks ahead of the attacks and because police were more scared of being accused of being "racist" or of "profiling" they refused to talk to the person doing the overt recon. So it is clearly something that we need legislation for, and need to encourage police to do. But at the same time how do you balance things so they actually stop terrorists rather than hassling a random cameraman?
