I have a feeling Dale made up that name on the spot, but in one of the later seasons the makers of the show decided that it would be funny if Rusty Shackleford was the name of his former classmate he thought was long dead.

If they bring the show back they should "replace" Dale with his redacted from photos cousin Eddy played by Theo Von
They could make up a story about how Dale's dad had a falling out with his brother after it he found out Dale's dad was gay.

Dale being a boy at the time didn't understand and took it to mean that his uncle was a government agent.

He's in Texas and plans on driving to Canada on his lawn mower? The ironic part is he probably could drive to Mexico on that mower.
