I have a question, how do you master smudges when drawing pictures with art pencils? What things can I do to control graphite smudges, while on paper?

I have a picture of hillary in disgust. Her mouth is puckered and the chin is drawn up. The skin of the chin is minutely filled with tiny lumps and depressions. They are not wrinkles of age they are more like skin left in water too long. I cannot duplicate the texture. Do you have a method?
