If you had two cast iron griddles with a ridged side you could lay the noddles across one and the invert the other one on top to create the curls in the noodles.

What I don't understand: it makes no sense whatsoever to exactly replicate something like instant ramen - I mean - to do it 1 to 1:
Instead of making a powder, You could make a paste (very concentrated stock base - but not completely dry) - the salt will keep all bugs out. And if it is pasteurized (bag can be in 70ºC water for seconds), it will be good for several weeks.
The noodles are more difficult. Either way use ready made noodles (you cannot make these dried noodles better than a factory) or use again pasteurized "fresh" noodles: ramen noodles need anyway only 1 or so minutes to cook.
Additionally have a separate tare and flavor oil package - plus maybe a package with pasteurized toppings (chashu etc.).

Eventually you will have a far better product - which is as convenient - but not as shelf stable. However the copied instant ramen (seen in the video) will anyway be not as shelfstable as the typical ramen noodle pack - hence there is no big loss.

I prefer to eat the noodle dry. Best crunchy chips ever. The variety available in my country is Indomie
