Not sure about these structures being launch bases for rockets because surely they wouldn't exist in isolation: there would have to be a whole infrastructure of manufacturing and supply to be able to put the whole thing together. On the other hand, if the huge individual stones were hewn and shaped using chisels and lifted with pulleys and mules, they'd still be building them today. You only need to look at medieval cathedrals: we know exactly how they were constructed and by who, and they took centuries to build. And the stones they used were much smaller!
