Of course they're stepbrothers! Ferb's dad is not Phineas and Candace's real dad; and their mom is not Ferb's real mom. You obviously don't watch the show enough! XD You can see some of this in the song "Little Brothers" where it shows Lawrence and Ferb arriving as a toddler. Hope this helps! ;)
