Remeber the first time i played gta 4 i was messing around and drived car into the sea and a glitch happend and i could see under water, lots of black bars and lines but after a while got teleported to the top

The reason Toni and Claude cant swim is bc the water in LC is polluted. Rockstar confirmed that and it makes sense why the water looks black.
