Can I use 3" pipe instead of 4" ?

Oh my goodness, PVC pipes are not food grade or safe for food! They contain toxic chemicals, please research this!

You don’t mention the type of pumps or rough costs either and why not use a linked system so only one pump is required with only one outlet
