Thought I'd add:
RAF pilot uniforms have been blue since the end of World War One, although I'm not sure if/when the ground crews adopted the same uniform. Photos of barrage balloon crews in 1938 show them in dark uniforms, although I can't tell what colour since the photos are black and white. Also, all training aircraft of the RAF were painted yellow during this time, so it's possible that this pilot flew over and misidentified a base.
