Setup Python on Windows (Tensorflow, OpenCV)

This process covers installing the programming language Python, the IDE PyCharm, Anaconda as virtual environment for your Python Interpreters and finally setting up a virtual environment and installing the AI framework Tensorflow and the picture framework OpenCV into the environment.
