This is mostly garbage/fake. For one, you can't remote shutdown a computer without admin privileges on the computer or network that you're trying to shutting down. Second, when's the last time you've seen cmd on a networked computer in a school or business? They've been disabling that for a very long time because of stuff like this and when it is allows it very limited. Either the guy who posted this video, 1. doesn't know what he's talking about or 2. is purposely lying to you to make a video for a cash grab.

Remote Shut Down doesn't work all the time, just depends on system settings. But if everything is set up correctly you can do more than shut down :p
