How to "Chop and Drop" a Cover Crop at Garden Scale and Incorporate into the Soil

Doesn't it take nitrogen in the soil away as it decomposes? Does it harbor pests and disease?

First, thank you so much for these videos. I have learned so much from them. I have a 12.5 x 25 foot garden space. I chopped, dropped, and turned my cover crop (hairy vetch) but the only straw I can find is that stuff the big box stores sell with the allegedly biodegradable webbing. It doesn't degrade very fast and those things just don't work. What sort of store might sell straw in the small amount I need?
