My personal scouting routine when starting a franchise out is to work out which 2 regions have the best starting pitchers and just set pitcher scout to position scout those 2 regions the whole time. Meanwhile I have a discovery scout also discover pitchers in those regions, usually for 3 or so weeks on each region. That way the players are being auto scouted by the other guy anyway. After those 6 weeks, just move on to discovering position players region by region. All the while I use my position scout to manually do players around my first pick before moving on to the best players that get discovered. I rarely end up without being able to take 6 players that my board has ranked top 25-50. You shouldn't need to rely on partially scouting players.

Tanking today = a top of the order draft pick tomorrow.
I would suggest looking for that unicorn pitcher that has high h/9, HR/9 and high bb/9 ratings. Hit, home run, and walk prevention are keys in the sim game. You can always work on his strikeouts and velocity. You want a guy that isn't giving out free passes, and when the other team puts the ball in play, it isn't great contact. You can find some of those guys later on as well, because the CPU seems to favor big fastballs and such. Don't be afraid to grab some guys with the right attributes with a C potential. That's still an average major leaguer, and depending on the tools they have, they can be a very important piece of the cog. Maybe it is a slugging 1B with not much speed or superior defense, but he'll take some walks and mash 30+HR a year. A bullpen arm that can give you some shut down innings is also a key piece to have.

As far as hitters go, high contact doesn't mean a lot without at least some power, but they need to have high discipline and vision. It means they will take walks, wait for a good pitch, and the contact they make will be higher quality. I've seen a lot of guys with high contact ratings that actually don't hit for a good average because they don't walk, they don't make good contact, and maybe they don't have any speed to make good on their slap-hitting style. In the games I played, speed sometimes hard to come by, but even harder was a guy that had good baserunning ability and stealing ability.

Johnnie Grieve reminds me of Joe Randa. Guy always hit for good average, good OBP, hit around 10-15HR a year, lots of doubles, some triples. Never a superstar, but a very reliable and steady, professional hitter. If his defense is legit, might have more value if he can play SS or even 2B to get that power bat over at 3B.

As some others have said, I think you can get Grieve in the second round given that he is unranked on the general board. I wouldn’t wait longer than that though. As for pick 7, I really like Santana as an infield option and obviously Gomes would be the choice if he fell.

One thing I never quite understood is that "Ill move him to another position because I expect more power here." Though his defense and arm ratings would mostly be wasted at 2nd. Its perfect for 3rd. For some reason the Show generates tons of contact 3rd and 1st baseman. But I have seen a bunch of power based 2nd and SS. Its odd, but not sure it matters.

Johnnie Grieve seems like a amazing find but i wouldnt wait too long to take him dont forget the Ai also does discovery and can find the same players as you and can pick them before you think they might go even if unranked on the MLB board. I do like Ju though form South Korea seems solid but prolly not a early MLB call up. With how bad the Bullpen is and not holding onto leads, it might be a wise decision pick one earlier even if you think you should. I think your board is pretty good ive had some bad luck scouting and not finding good ones but some of the top 20 has always been pretty good if fully scouted and you fully understand how long they may take the develop.

With 98 max potential and good power already Jose Gomes has to be the first option with the 7th pick. He would be the face of the franchise for the next decade.

However is he’s gone a great second option would be Edgar Santana who’s gonna be 90-95 overall when he’s at his peak and being great defensively at SS is a huge plus.

Johnnie Grieve is a non ranked guy and I think there’s a chance of getting him at pick 39 in the draft, getting at 39 we need to get lucky that he falls and would be the steal of the draft if we get him there

Johnnie grieve has the skills for SS, if you draft him you should really consider moving him there. I know you normally don’t do that but it’s realistic for MLB teams to move guys around at the major league level

Grieve should be there in round 2. Wouldn’t risk letting him fall farther. Typically, guys that you find in discovery that are higher ranked on your board aren’t found by many other clubs. So they’ll fall down the board a bit.

I feel like with 7th overall it's too high a pick to use on a primarily defensive specialist, you want the most well rounded and complete prospect possible. Jose Gomes feels like the selection there. He's also one of the youngest prospects you have on your board so you have lots of development time with him. He's got decent power upside which the team needs and enough defensive prowess and speed to be useful in multiple areas. Definitely the #1 guy on the board for a reason. My only concern is poor plate vision and discipline, if those can be developed he's got a ton of promise. Walter Ju feels like a good Plan B who looks more dependable at the plate but not the quality of defence you'd like out of a CF but could be a solid leadoff option down the road.

Johnny Grieve - man, what a gem find! It's tough to pass on him at 7 because he looks so damn good. I'd be nervous another team has discovered him too and also has him high on their board, but I would be tempted to risk it and hope that he's still on the board at 39. If he is, you run that card up and turn in his name. He seems like a lock, especially if he falls.

A long term investment idea:
Marlins have several low talent guys on expiring contracts (guys between like 56-65 ovr). Trade all of them for guys who are 1) younger, 2) higher potential, and/or 3) under team control for a few years
This will help keep your minor league replenished and get you something for basically nothing
