Ok so i have two theories/headcannons for what happens with these two. Either perimedies dies during ruthlessness, and Elpenor drinks himself to death trying to forget the pain and the reason why noone remembered him is because perimedes was the only one who really cared about him, or elpenor was just drinking for the hell of it and after he falls from the balcony perimides is borderline suicidal (especially after seeing elpenor in the afterlife thinking that no one cared that he died), so when when odysseus choses the crew to die in thunder bringer he just sits down in a corner of the boat and crys tears of joy at the fact that he would be reunited with his beloved soon.
