Have historians used the fact that there aren't other Roman histories from the period which contradict Polybius on the Battle of Cannae as evidence that his assessment of Paulus is largely correct?

Does anyone else feel like if rome kept this spirit from the panic war no barbarians in the late empire could have defeated them?
Loosing whole armies and just raising more and more each defeat until you are almost out of young able men.
When did they loose that attitude I wonder?
