I just realized that with the exception of Pika Juan, shallot zarbon,roshi and even Ban they all wear clothes while the rest of Cell's entourage and even cell are fully exposed. It seems like to be a full member of Cell's crew you cannot wear or need to wear clothing whatsoever.
