Can you explain this? | GTA V chaos

While working on my "Park Ranger" video a while back, I followed a lot of park rangers, this is one of them.

As can be seen in the "Park Ranger" video, they sometimes turn on their sirens after completing the scripted route and drive off. This one came from the Paleto Forest Sawmill, turned on his siren and drove into Paleto Bay, driving randomly not chasing anyone specific.
Suddenly he targeted the 2 NPCs in the Canis Mesa, eventually crashing into them and making them stop.
The NPCs get out and shoot at the park ranger, like random criminals, nothing out of the ordinary in GTA 5.
Now I notice Lost MC bikers closing in and also shooting the park ranger, still nothing out of the ordinary, since the Lost will often engage the cops near them.
But then the female NPC shoots her male partner WHY?
and then the bikers start shooting at her. (was her partner a Lost MC member?)
