No, Russia has not been firing any of these at any place where civilians are still present. As you did state, they have a short range, meaning these are only used on the front lines where civilians have evacuated. So claims about civilian casualties is nothing but propaganda.
It's true Russia has increased production and deployment of these. The use has been increasing gradually but in recent months has increased substantially. Mostly used against Ukrainian trenches.
Yes, Ukraine captured a limited number of these systems. However, they do not produce the ammunition for these systems, so after the initial confiscated ammo, the system is scrap metal to the Ukrainians. There have been cases where they were exhausted of ammunition and, when the Russians advanced, they retook the weapons, which had been abandoned.
You can compare these to the US thermobarics used in Vietnam but if you look at videos, you see that these have a much smaller charge and are more targeted.
FTR, Russia has made very limited use of cluster munitions, using them only a few times on front lines and never against civilians. Meanwhile, Ukraine has used cluser munitions against Donbass since 2014, with the most recent use this week on Donetsk, where there was no Russian military presence. The latest Ukrainian cluster munitions being used were provided by the US last year.
You should also note that the US used cluster munitions in Vietnam and Cambodia, where civilians, including children, still die or are disabled every year because they encounter unexploded bomblets. Last US use of cluster munitions was in Iraq in 2003 and civilians still get killed or injured by them today, as well. The US has NOT signed the cluster munitions convention of 2010. We stopped producing them but have a huge stockpile which are sold or given to other countries, including Ukraine and Israel.
