the project is interesting, but not viable - the lower levels, ALL levels below the top one = just a trash can, sewer and cesspool. Maintaining everything below the topmost first level, at least in satisfactory condition, will require the Pentagon's budget for a year on a daily basis.

I liked the idea of the circle more.

There's like a thousand of these insane ideas pitched to the wealthy robber barons. None of them will ever happen. They couldn't even finish the palm islands, which was just regular stupid, not this level of stupid.
