Can I just put my SIM card in an unlocked phone?

AT&T insists that only the phones on their list of compatible phones will allow service for anyone using AT&T... Sounds like a lie to me. Can anyone confirm whether this is true or not?

I have AT&T and i was given a newer Galaxy, because my Note is too old it won't update anymore. Well I've tried putting my sim card in there but the other phone is by Track Phone, and my sim is a little too big to fit in the sim spot, and I've cut it before to fit my Note, but I'm worried if i cut the sim and then it doesn't work, i won't be able to use it in my Note. Does anyone know if these are compatible? I hope someone sees this soon:) Thank you in advance for any help possible:)
