Master Media Queries And Responsive CSS Web Design Like a Chameleon!

i am having trouble adjusting the layout of the page when the orientation changes on small screens from vertical to horizontal: content on the top part of the screen gets pushed off the screen and can't be accessed even when you scroll down. How could this be fixed? Thanks in advance.

Shouldn't the smallest mobile screen width be 360px? For example, the most common phone resolution is 360 x 800 and most common tablet resolution is 768 x 1024. So should i make a media query like: @media (min-width: 360px) and (max-width: 768px) {} or is this wrong? Also thank you for the video! Very helpful, just still confused on screen sizes.
