How do I get utube to have cc for the hard of hearing?

On my mobile phone, when I press the 'gear wheel' it produces a list, with cc - English... select that & it gives a list of other languages, if they are available.
Also, if English is not your first language it may be useful to change the Speed, to slow it down.

You are not skill to fix cc on video movie commercial after cc turn it off why why yourself check it cc keep counitune please you fool us cc is working no true please fix cc yourself
