can I use alcohol markers on top, or will it dissolve medium

I've tried this product 7 or 8 times, has yet to work

Hey, I used it to paint a powder coated plant pot. I had a base layer of acryling paint and applied the crackling paste to it. When it dried it just flaked off and took the baselayer with it. As if it was acetone or some form of paint stripper. Can you please help me?
