I’m not 100% what she’s supposed to be a reference to as I’ve never played Arcade, but I’ve seen several people say she’s loosely based on the biblical revelation. This actually makes sense given that she’s known as Draco and Mother Harlot, and Revelation specifically talks about two beings called the dragon and the harlot who have a direct hand in instigating the tribulation and apocalypse. Not to mention Nero had reigned shortly before Revelation was written in 90 CE/AD, and the early Christians (including the apostle John who wrote Revelation) likely saw the supposed Antichrist as being a reincarnation of Nero.
