I think the lack of promotion means you've reached the top rank, and therefore, can't be promoted anymore. But I could be wrong since this is an old probably glitchy game lol.
Honestly, this was super close to success! In fact, despite being unemployed by the end, I'd say it was a success for the Sims 1.

Why do I get the "these were the good times" gangster movie feeling when something good happens to him?

I always switched playable characters and invited my main character to boost stats. With the pets expansion it wasn't needed anymore. Play with the pet alot and social bar was full.
