The first the arm movements are obvious gestures for her to get off the pavement.
The final arm movement was completely different.
There was a pause after the first three and she even turned her body towards the women to push her.

The tragedy here is that everyone involved has an argument. The partially sighted woman is probably fed up with feeling scared walking along pavements. The cyclist is fed up with being terrified on the roads. Naturally, the actions were not acceptable but, while a woman who is generally not a risk to society (probably) is serving three years at our expense it would be bloody useful if the government took some responsibility and invested in a safe cycling network like nearly every other vaguely developed country does.

Looks to me (after watching it many times) that the pedestrian actually nudges the cyclist so that she is in effect “pushed” onto the road.

No one got harmed making this video.

This is honestly really hard to watch as something similar happened to me, but by someone else who was also riding a bike. I fell into the road, and was hit by a passing vehicle, thankfully at a slow speed to where I was mostly uninjured.
People like this shouldn't be allowed in society and I honestly feel really bad for the drivers of the VW Passat, who will never forget this moment.
