maybe Cyrus actually doesnt care about pokemon but maybe his crobat is the only an exception. he may hide this fact due to as you said it contradicts his character and makes him look more caring then he wants to let on. You need to realize that a lot of pokemon trainers act all tough and intimidating because that part of trying to win and be the best

I just tell myself npcs follow the law of the anime, they just have the pokemon when it's convenient

in platinium there is a gambler before lake valor who has a goldeen from level 20 normally this shouldn't be a issue however this specific goldeen has the move horn drill which it isn't suppost to have at that level

Cyrus is evil, his Golbat was also evil and agreed/vibed with his plans, his ideals and his overall charisma, then evolved due to that, none of that is canon but that easily has to be the best explanation regarding how he got a Crobat

About Cyrus and his Pokémon being a cheat.

From a game perspective, it is a cheat. However, if you look at how the Pokémon evolves, IE friendship, then it isn't cheating in a way.

I mean a computer can't understand friendship like humans (and possibly Pokémon) do so humans made it so it could understand how friendship works. Take away the way it is done in the game, and any Pokémon with a friendship evolution can evolve even if the friendship is one-sided.

Lance also cheats in gen 1. His Dragonite knows Barrier.

In terms of game coding the flygon definitely breaks the rules, but it doesn’t necessarily have to from a lore perspective. If he trained it to hold back when attacking and play dead/defeated after a certain point, it could feasibly give the impression of being a weaker level than is actually is.

I don't really begrudge the developers for going with an aesthetic choice while balancing the game to the player's expected level in either case.

My theory for why some people have pokemon lower level than they should i call your pokemom trainer soul. Everyone has a trainers soul that favors a type of pokemon or certain pokemon. Bug catchers can more easily catch and train bugs, misty has a swimmers soul so water is easy for her to train, and lance has a powerful dragons soul (dragon as in the creature not the type). These trainers can evolve thier pokemon and reach thier peak sooner than if they used something thier soul isnt attached to. The player has the pokemon masters soul so you can catch, train, and reach any pokemons full potential but it may be later than someone who specializes. For us dragonite will evolve at level 55 but for lance it's level 35 or something, where Clair has a dragon soul but a weaker one so her dragonairs haven't evolved as quick as lance (possible need to be level 45).

Well There Are Other Ways To Increase Your Pokemon Friendship Stats, Like Ejem, Walking. And You Can See That Cyrus Is Literally Walking Everywhere So, Maybe That's The Reason?
