Something tells me there is no lane rule for motorcycles. Cop was just trying to make some cash off what he perceived as a rich tourist. Not uncommon riding in poor countries you have to sort of mini-bribe your way across them. At least he gave you a amount though in some countries Police expect a bribe but don't actually give you an amount and while a $2 bribe might get you on your way, a $20 bribe would be offensive and land you in jail.
A small bribe apparently is like a apology, and a big bribe is accusing them of being immoral.
