Only the alphas, their mates, offspring and companions are allowed to enjoy the warmth of the hot springs. Everyone else gets to wait in the snow for the elites bathtime to be over.
All they need to do is approach the hot spring and they risk getting bitten. It's simply not for them.
But yeah, let's all romanticize their brutal, uncompromising society just because the alphas are happy with what they have.
