How's the process speed online vs Mail?

If I fill part 10 request for a fee reduction, do I mail the application and send the check for the reduced fee ($380) at the same time?

I filled and submitted my N-400 form online yesterday 31 march 2024 and i pay the fee shown $725. But my payment receipt showing 1 april 2024 on that and in my uscis account it shows application received date 1 April 2024. I don’t understand why it showing 1 April 2024 instead of 31 march.
