You need more ships than units when naval invading. You also get a debuff for 6 months after changing technology for your army, which I think you did before the war. Hit 3 provinces in the same army HQ area with naval invasion and you wreak havoc. They aren't normally able to defend them all at once. And see which Army HQ is strongest, generals only defend their own, so they might have a weak spot where a new HQ begins on the edge of their territory.
