Bethesda might patch this insane money glitch! You can also get free ships by buying them from the ship services technician then looting the vendor chest underneath him!

I tried this but it glitches the clothes off a few of the NPC's like those background NPCs sweeping up etc. I'm got rich at the expense of the immersion so it wasn't worth it for me.
