My assumption is that if there is life the most advanced life forms could use their galaxy’s black hole as an engine to move them to other galaxy’s. Would this not be the best starting position to find aliens?

Don't be fooled... SETI (Sad Effort To Investigate) is not interested in contact. Their willful ignorance to scientifically verified, credible UFO reports and incidents, worldwide throughout history, clearly demonstrates they are simply interested in continuous generous funding and reliable personal annual incomes. $92K - $185K per year isn't a bad snatch ... for looking the wrong direction.
