People fail to realise the reason itachi isn't god tier levels of strength is because unlike madara, naruto, sasuke or anyone else in the series, itachi DID NOT WANT power. After the uchiha massacre, all itachi wanted was for sasuke to kill him. He did not want to get stronger. All he did were missions in akatsuki. 0 training, 0 attempts to improve. Meaning adult itachi had more or less the same skills as 13yo itachi.

If itachi truly wanted to get stronger, he would be unstoppable. Him getting the EMS from sasuke + perfect susanoo + yata mirror + totsuka would already put him above madara. He has a spammable one-shot eye contact jutsu ffs.
