The most impresive passive tank is dual shield extender and dual hardner fiend. It tanks 4k dps passively.

Man, they really should change sheild Generators to be more of a Passive tank item. Having repairer bonus makes no sense for it. At least they should either change it to also add some passive sheild regen OR to add some resists bonuses if you want to active tank with it.
